Fără Apă Caldă: how many days a year your street goes without hot water

Our own civic project: 4.5 years of public data on Bucharest's hot-water outages, turned into a ranking by street and heating point that updates itself every night.

The challenge

In Bucharest, hot-water outages are published by Termoenergetica one incident at a time. The data is public, but it only shows the present: an outage disappears from the list the moment it is fixed. Anyone looking to rent or buy a flat has no way to learn from it how often a given street goes without hot water. The answer was in the data, just not in a form a resident could read.

What we did

Fără Apă Caldă is our own civic project, launched on 11 June 2026 at faraapacalda.ro. We gathered 4.5 years of history from public Termoenergetica/CMTEB data and ranked Bucharest's areas by the number of days per year with hot-water outages. Every heating point, street and sector has its own page, with a clear verdict and a year-by-year history.

At launch the site had 2,361 static pages, built to load fast on a phone: Lighthouse 94-96 for performance and 100 for SEO. The data refreshes automatically every night with no manual work, so the site maintains itself.

The result

The numbers show a citywide problem, not a few bad neighbourhoods. The median was 23, 28, 25 and 22 days per year per heating point in 2022, 2023, 2024 and 2025. Every year, between 90% and 94% of the 947 heating points had outages.

A resident can now look up their street and see within seconds how many days a year it went without hot water. For us, the project shows how we work: hard-to-read public data turned into a fast site that is easy to find on Google and needs no daily upkeep.
